Emergency Management/Zoning/Floodplain Assistant

Position Summary: The Knox County Zoning and Flood Assistant primarily supports the administration and enforcement of county zoning and floodplain regulations. This position assists with permit processing, compliance tracking, and public inquiries related to zoning and floodplain management. Secondary responsibilities include providing support to the Emergency Management Agency in preparedness, response, and recovery activities as needed.

Essential Duties and Responsibilities:

Zoning & Floodplain (Primary Focus):

· Assist with processing zoning and floodplain development permits, including application review and documentation

· Maintain accurate records of permits, inspections, and compliance activities

· Support enforcement of county zoning regulations and floodplain ordinances

· Provide information and assistance to the public regarding zoning requirements, floodplain regulations, and permitting processes

· Assist with floodplain management responsibilities in accordance with local, state, and FEMA guidelines

· Help maintain floodplain maps, elevation certificates, and related documentation

· Coordinate with contractors, landowners, and other stakeholders on zoning and floodplain matters

· Assist with inspections and follow-up on zoning and floodplain compliance issues

· Maintain organized filing systems and databases for zoning and floodplain records

Emergency Management (Secondary Role):

· Provide administrative support to the Emergency Management Agency

· Assist with preparedness activities such as planning, training, and exercises

· Support documentation and reporting during emergency or disaster events

· Help maintain emergency contact lists, resource inventories, and response records

· Assist with grant tracking and reporting as needed

Qualifications:

· High school diploma or equivalent required

· Strong organizational and communication skills

· Proficiency in Microsoft Office (Word, Excel, Outlook)

· Ability to manage multiple tasks and maintain detailed records

· Ability to work independently and interact professionally with the public

· Willingness to learn and apply zoning regulations and floodplain management requirements

· Ability to maintain confidentiality and handle sensitive information

Preferred Qualifications:

· Experience with zoning administration, planning, or floodplain management

· Familiarity with FEMA floodplain regulations and permitting processes

· GIS experience or familiarity with mapping systems

· ICS/NIMS certifications (or willingness to obtain)

Work Environment:

· Primarily office-based with occasional field visits for inspections or site reviews

· May require limited flexibility in hours during emergency situations

Physical Requirements:

· Ability to sit, stand, and use standard office equipment

· Occasional lifting of up to 25 pounds
